They didn't mention the Bombardment where just a small amount of air is left in the tubing while pumping down. Then a larger current high voltage transformer than actually used in the sign is used to ionize the air and heat the electrodes to red heat (3:22-3:26). The tube is pumped down more to it's final vacuum to suck out moisture dirt etc from the tubing after it gets hot then the argon/mercury or neon is ladeled in.? The tubing then gets "tipped off" and run to check color and brightness.
